These "comfort" ear plugs are about the best you can find, but the problem is they are not compatible with all ears. If you want a lot of silence (like when asleep) then you'll have to push the foam way inside, otherwise the standard foam shape will leave open spaces. But I don't recommend pushing the foam inside because of the air pressure involved which could damage the eardrum.
For those who just need less noise while in a busy environment, I'm sure these will do since they reduce sound 30%-40%. But not recommended for anyone hoping to block out noisy environments while sleeping.
