This fan is good quality, but the oscillating function draws a fair amount of power thus lowering the fans output.
If you are considering this for a grow tent because of the oscillating feature, don't waste your time. When this fan is clipped to a bar in a corner the fan will click while oscillating because it does not have enough room to move its full range.
Overall this fan would be good for clipping on a desk or a hutch in a office, but doesn't have enough power to cool you off on a really hot day.

The fan is ok but it really does blow surprisingly little air for its size. The bulk of the motor case is the oscillating mechanism, the actual motor is tiny.

I bought this to replace a 15 year-old clip-on of the same size. For $25, I expected something better. This fan has two speeds, but the "high" setting only blows about as much air as the "low" setting on my old fan. Since the high setting on my old fan was just right for me, this new one is underpowered and seems weak by comparison. The only "advantage" this one has over my old one is that this one oscillates, but I've never found that function useful. A much better feature would be a third, even higher-speed setting so this fan would be as powerful as my old one.

This fan works "ok". The difference between high and low is slight. I bought it to clip to the treadmill while I walked. That didn't work out. The clip is not big enough, and has to be clipped to the handle. The cord is curly (like an old phone cord) and is only a few feet long, so you have to use it with an extension cord. Because even if you are close to an outlet, the cord is so tightly curled it won't reach. The fan itself is also very heavy. I would not recommend this fan.
