This heater was something of an impulse buy (I got it at Target for $20), and boy, am I glad I had that impulse! I've used space heaters in the past, all of which were the "dish style" with no fan. This one really puts them to shame! If left on the "constant heat" setting, any enclosed space will become tropical in temperature.
I have a somewhat large bedroom in an upstairs apartment I use this in. As other reviews have stated, the fan is quiet. When I'm on a speaker call and the heater's fan kicks in, no one on the other line mentions hearing it. Though having more precise control over the temperature would be nice, you can't really expect too much from such an inexpensive heater. The fact that it was only $20 and still comes with at least some form of temperature control is surprising! I'd definitely recommend this to anyone on a budget that has a cold room; certainly good for the price.

I work from home 80% of the time. My office is a large loft area which is quitenice but a bit drafty.
I purchased the Holmes power heater to cut down my heating bill. Sounds weird I know, but I have a large house and was heating the whole house to stay warm. The power heater let's me keep the heat down to 65 degrees and then use the power heater where I need the heat. The unit is lightweight, cool to the touch when on and has multiple heat settings which makes it quite versatile.
I liked it so much I purchased this one for my Mother who is in her mid 80's. She found the power heater helped her save money on heating bills too. The only improvement would make on this model is a separate power switch from the heat settings. You have to go through the various settings to power it off. This is really minor compared to what you get gor the price.

The Holmes 1 Touch 1500 W space heater is a nice cost-effective space heater. With one touch operation, the user selects low, high, or temperature settings from 60 to 80 degrees Farenheit (in 5 degree increments) according to comfort level. A lightweight, compact design, this portable heater can easily be used for home, work, or when traveling. This will automatically shut off if it overhears or gets tipped over. This unit also swivels easily.
The solid construction, 6 foot cord (estimated) and quiet design make this an excellent value.

Customer Review: Nice little heater for a small area Summary: 5 Stars
This is a small, quiet heater ideal of heading a small room or bedroom. The heat can be set to 60, 65, 70, 75, or 80 and also it can be set to Low or High power. This is a nice feature to have since you can control whether to heat up the room quickly or gradually. Running in "Low" mode it barely makes a whisper and even in "High" mode it isn't that loud. Using this heater instead of the one built in to my wall trimmed $25/month off my electric bill. So it may just pay for itself.
Note that the base swivels, however it does not swivel or oscillate on its own. If you're looking to cover a room over 150 sq feet, you'll need something bigger.
Customer Review: Lowered our heat bill! Summary: 5 Stars
This little heater lowered our heat bill dramatically. Before buying this, we were paying about $700/month (to heat 1200 sq ft).
Although, we can't heat the whole house with one unit, we do benefit from heating just the downstairs with it (about 800 sq ft). It will keep this area about 62 degrees even on sub zero days.
That may not sound impressive but we have almost no insulation in this area. And, it keeps the temperature the same from floor to ceiling.
Plus, the really big deal is, for one month, it only cost $67.00 extra!
