Customer Review: Misleading -- not "low flow"

This manufacturer claims that the product's 2.5 gpm (gallons per minute) rate is "low flow" and "water-saving." Those descriptions are misleading: since 1994, *all* showerheads have been required to use no more than 2.5 gallons of water a minute. So this product is only "water-saving" if you compare it with a pre-1994 showerhead.
